Elihu Root was an American lawyer and statesman. Despite serving as Secretary of War under Roosevelt and President William McKinley, Root actively worked for peace among nations states. In 1906, he pursued Latin-American states to join the Second Hague Peace Conference, negotiated agreements with Japan and Great Britain and supported Andrew Carnegie on programs for international peace.
